MISSION STATEMENT

The mission of the Library Advisory Board is to advise and support the Library Director in maintaining the philosophy of the Carnegie Library System and in fulfilling the purpose, goals, and responsibilities of the Trinidad Carnegie Public Library in providing organized access to meet the educational, informational, recreational, and cultural needs of the general public.

  1. Meet Library Staff

Dakota stopped in and introduced herself.  She gave a short summary of her role as the new Assistant Library Director and was available for questions from the Board.

  1. Historic Structure Assessment Grant

Earlier this year, Trinidad City Manager, Tara Marshall, requested a list of Library needs from Jessica.  This grant application is in response to that, and after reading through the letter of application, members of the Library Advisory Board signed the letter.

  1. Library Age Requirement

After a good discussion of the possible repercussions of changing the 18 year old age requirement of applying for a library card to 16 years old, the Board recommended to Jessica to leave it unchanged, at 18.

  1. Library Advisory Board Opening

  After dropping the ball for the past couple of months, the City Council will review the application of Renee Monahan for our Board at the next City Council meeting.  

  1. November Meeting

As the November meeting is traditionally the same week as Thanksgiving, and several Board Members will be out of town, a new date or cancelation will be determined.  Different dates were discussed and Jessica will speak with Board Members to determine the best option, and advise all.

  1. Director’s Report

Building 

  • The lingering smell that has been haunting the Library for many months, is still being chased down.  The “moldy” odor is located in the new addition and PBR Drain and Excavation has been contacted again and they now think that it is a crack in the hot water heater.  The heater was last replaced in 2015, and bids have gone out to replace it.
  • The existing front, outside bike rack has been taken out and will be replaced with a Bike Repair Station.  Jessica had hoped that the installation would have been complete for The Rad, Gravel Road Race, but everyone is still excited for the new addition.  A new 2-bike outside rack will also be installed to replace the larger one that was removed.

Programs

    • Fall Programming is definitely up and running.  Trivia, the Free Legal Clinic, Common Good Cafe, the Book to Movie Gang, STEM, and Wednesday Wigglers are going strong.  Jessica has also been at the local high school as two teachers have put “library cards” on their supply lists.  She explains the Library’s data bases and distributes library card applications.

Personnel

    • Only one position remains to be filled, a PT Library Clerk.

Nice Surprise

Jessica informed the Board that she has sent off her letter of application for this special endowment!  

Carnegie libraries are celebrating the United States’ 250th anniversary with a special initiative where around 1,280 eligible libraries will each receive a $10,000 gift from the Carnegie Corporation of New York. The funds, which are set to be distributed in January 2026, can be used for celebrating the anniversary, supporting the library’s mission, or serving the community. The gifts are part of a larger $20 million initiative designed to support civic institutions that foster participation and bring people together.

                Jessica presented a clear look at the Library’s numbers in a comparison presentation between 2023 and 2024. (See comparison handouts.).  Across the board, the Library continues to grow and expand its services.

  1. Director’s Report

Building 

  • The new front door is in!  
  • Unfortunately, a woman fell down the front, outdoor steps.  The first step out of the building is smaller than the others, so it is atypical of normal stairs.  Jessica has contacted the City of Trinidad Historic Preservation Commission to see how this can be repaired to make it safer for all.  
  • The elevator is repaired and in working order.

Programs                         

    • The Library is currently experiencing a staff shortage, but Fall Programming is up and running.  Trivia has resumed at Mutiny Cafe, the Free Legal Clinic is booming, Common Good Cafe continues on, the very popular Book to Movie Gang, and the use of the STEM Activity Units are just a few of the happenings that are going full speed ahead. 

Personnel        

  • As stated above, the Library is currently short-staffed and hiring for two PT positions.  In preparation, Jessica is using her past experience in other library districts to create a new staff resource handbook focusing on day to day operations in the Library.

  1. Director’s Report

Building 

  • The  new front door is “mostly” finished.  The side panel glass is on order and is about a month out.  Everything looks good.
  • Next on the repair list:  a rock broke a window in the children’s area.
  • The Security System is installed and is working!
  • Sadly, the elevator is down again.  Jessica call Morningstar Elevator and they diagnosed the problem as a short in the travel cable.  This is the exact same problem that they repaired in 2021.  Jessica brought that to their attention and asked for some kind of warranty service.  Happily, the estimate was revised from $2000 to $300.  Good job, Jessica!

Programs                         

  • Jessica shared a YouTube video with the summer reading final stats – participation up 25%!  It featured not only the statistics, but a lot of great shots of the children enjoying many of the special programs, the foam party, tye dying, etc. Especially gratifying was the huge success of the Summer Reading Program among teens this year.
  • Now, it is on to Fall Programming.  Many previous popular programs will return; Common Good Cafe, Legal Help, and Trivia.  Tuesday Toddlers is changing days and being reintroduced as Wednesday Wigglers due to patrons’ requests.

Personnel        

  • The Library’s FT position has been filled internally by Jules, and now there is a PT position.  
  • An existing position is being re-branded as the Assistant Library Director and interviews are currently ongoing.

Reports by Members

Paul:  Suggested that Jessica introduce Library Staff to the Advisory Board members as possible.  It would be nice to put faces with the names.

Janet:  Suggested that the Advisory Board create an annual recognition plaque to honor Marjie Keifer, who served on the Advisory Board and was essentially responsible for funding many of the Library’s special programs through Books & More.  Paul agreed to the honor, and it will be created.

Communications

Board Member, Laura Vega Flores submitted her letter of resignation to both the Advisory Board and Library Director, Jessica Huffman.  She stated that a promotion at work and a busy family life prompted this action.  She also indicated that she would be available in a volunteer position for special events, if needed.  Jessica accepted her resignation.

  1. Jessica put forward the amended by-laws, lines 22/23 and Paul made a motion to accept the changes with Janet seconding.
  1. Director’s Report

Building 

  • The  new front door is still on order, with an expected delivery date at some point in August.  The building will have to be closed for the installation, and Jessica is figuring out what dates would work for all.
  • PBR Plumbing conducted the smoke test to possibly determine the rank odor that arrives with warmer weather.  Currently one theory is that the rooftop drains needed cleaning, and that was performed.  We’ll see …
  • Jessica prepared the Facility Needs list that City Manager, Tara Marshall requested.  The list includes, some small roof needs, cracks in some windows, flooring, and refurbishing the old restroom into a staff break room.  
  • The alarm system is finally being installed.  The staff will now enter the Library through the back door, and Jessica is excited for the increased security.
  • Training has begun on the Digital Memory Lab.  This incredible addition to the Library, thanks to the Pueblo Community College, will need a bit more security as there are many components that cannot “walk” out of the building.  Jessica is confident in being able to implement the extra measures and is excited for the unveiling to the public.  She anticipates that this will be a highly valued resource for all patrons.

Programs                         

  • The Summer Reading Program, with 145 participants is still going full speed ahead.  The extra programs this summer have been very well attended, with the Butterfly Release leading the field with 109 community members attending the The Painted Ladies release.  Also, the pool party and the sensory tube event were packed with excited participants.  At next month’s meeting Jessica will present the final numbers on all events.
  • Jessica stated that now the staff is busily getting ready for fall programming.

Personnel        

  • The Library currently has a FT position open and the City is advertising.

Reports by Members

Chelsie:  Representing Trinidad’s Parade Committee, encouraged everyone to get out for the Labor Day Parade on September 1st.

Paul:  Complimented Jessica on her fantastic Farmers’ Market Storytime.  He also offered some interactive book suggestions.

  1. Jessica welcomed Trinidad’s new City Manager, Tara Marshall, to the meeting.  This being Tara’s 51st day on the job, she has had an action packed first couple of months.  She is excited to assume her new responsibilities and gave the Board a brief rundown of her background and her extensive qualifications to succeed in her new position.
  1. Paul brought to the Board’s attention, that the revisions to the by-laws still need to address how an absentee Board Member will be dealt with according to City policy.  Jessica will amend Lines 22/23 and present the changes to the Board to vote on at the July meeting.

Director’s Report

Building 

  • A new front door has been ordered; however, it is 6-8 weeks out.  The concrete still needs repair, which is a 2 day project, and Minotaur Construction is working with Jessica to figure out how to have this installation have the least impact on the working hours of the Library.
  • PBR Plumbing has yet to conduct a smoke test for the lingering sewer smell in the basement.  Tara Marshall offered to follow up on this issue as it is time sensitive.
  • Dave Bachicha from the City of Trinidad’s Power and Light Department has determined that the reason that the Library’s air conditioning units were running hot and popping breakers is that the amperage is too low.  Jessica is working with him to rectify the problem. 
  • Tara requested that Jessica, perhaps working with Jeremy, the City’s Building Inspector, create a Project List for her.  This list would be broken down into Short Term and Long Term things that need attention in the Library.

Programs

  • Legal Help is the only Adult program running this summer due to the busy Summer Reading Program schedule.  However, the Library is still working hard with Pueblo Community College to set up the Memory Digital Lab.  
  • One of the first events of the Summer Reading Program was the annual Foam Party on June 11th.  It was another success with 144 participants at the first morning session and 241 participants at the second session.  
  • 135 children are registered for the Summer Reading Program with the most ever in the 11 year old to 18 year old division of 37 youth.  
  • Sun Catchers, Rock Painting, Tye Dyeing and the weekly Farmer’s Market Story Time are just some of the special programs that are being offered this year.

Personnel

  • A former Library staff member, Karon Malouff passed away and her family donated $250 to the Library.  Jessica knew that there was a need for another book drop downstairs in the children’s area, so she was able to source a nice unit, complete with a recognition plaque for almost that exact amount.
  • Jessica acknowledged that of the 2FT and 5PT staff that the Library employs, many are looking for other work.  More hours and higher pay are the reasons for their searches.  Jessica understands and will deal with staffing as it happens.

Reports by Members

Janet:  Read “The Hill” by local author Leif Lathrop.  It is the story of Primero’s 6 man football team’s first winning season.

Chelsie:  Representing Trinidad’s Parade Committee, Chelsie encouraged everyone to get out for the 4th of July’s Water Parade.  It is always a great time.

Paul:  Complimented Jessica on the Library’s distribution of the flyer that offers book reviews.  It’s a hot read!

Julie:  Apologized for missing last month’s meeting due to a doctor’s appointment.

After a brief discussion, the Library Board Members’ attendance policy will be amended to reflect the violation of the three meeting unexcused absence policy. This infraction will be referred to the City Council for their determination on termination.

Jessica will present these by-law changes at the next meeting.

Director’s Report

 Building

  • Three bids have been received on the front The City is reviewing them and the job will go to the lowest bidder.
  • PBR Plumbing has yet to conduct a smoke test for the lingering sewer smell in the basement. Jessica is amping on the pressure for the test as the smell increases in the warm
  • Surprisingly, the Library’s air conditioner has gone down twice in the last

month. Both times seemed connected to a power outage, which popped the breakers, but it also seems like the thermostat controlling the units is running hot. Jessica is looking into the issue.

  • Kisora Thomas has been hired by the Library to review the Library’s website monthly for ADA

 Programs

  • Legal Help continues to be busy and problem
  • Trivia at The Mutiny Cafe is on summer
  • The Library’s Story Walk at Central Park sustained significant wind Jessica has ordered replacement signs and anticipates that the new book will be up within the next week or so.
  • The Library’s new Memory Digital Lab is in the A locking, tech space for

community members to record their memories will soon open. This Lab comes to the Library completely cost-free with staff training and workshops to train the

community on this new resource.

  • The Library participated in the Water Festival last week, and a good time was had by all.
  • As part of the Library’s Experiential Lending Program, Jessica said that Community Pool and Trinidad Triggers tickets will be available next
  • The Summer Reading Program begins registration May 30th and a Color Run kicks off registration on June Jay Gonzalez, owner of the Las Animas Grill, offered to

be the Library’s host site and is providing free hot dogs for all participants. Everyone is looking forward to the now annual Summer Reading Foam Party at Cimino

Park. This year there will be two sessions on June 11th, 10 to 11am and 12:30 to 1:30. Jessica is also working with Darci, from the Art Cottage, to offer yet another Summer Reading event.

 Personnel

  • Jessica met with the City of Trinidad’s new City Manager, Tara She was quite impressed and excited that Tara believes in the importance of a Bookmobile

for the our community. Jessica noted that Tara plans to meet with all staff members, not just Department Heads, which Jessica feels is a most welcome change.

Library Advisory Board Meeting

April 22, 2025

Agenda

Jessica related that the City had updated their Zoom Meeting protocols, and that their new stance on the procedure is that Zoom will no longer be an option for City Council or any other City Board meetings.  Zoom meetings may be utilized in emergency situations, but its availability will be at the discretion of the City Department Head.  

Jessica will bring this amendment to our Advisory Board By-Laws at the next meeting.

In a related attendance issue, Jessica stated that the City policy for Board attendance states that a member cannot miss 3 meetings in a rolling 6 month period.  The attendance issue is then referred to the City Council for the removal of the member.  This policy will also be brought up at the next meeting, for amending the Advisory Board By-Laws, to include this attendance procedure.

Director’s Report

Building 

  • In this month’s edition of “Another Day in the Library …”  Jessica related that as she was working in her office, she heard a Library staff member say to a patron, “Sir, you are bleeding all over the carpet!”  She quickly arrived on scene to find a man who said that he had heard a little girl screaming and was only trying to rescue her.  He said that he broke a window in the process of trying to help.  Jessica and the staff were unable to determine where the window was broken, and as the staff continued to press for details, he became increasingly hostile.  911 was called and with the help of the police and fire department, he was removed from the Library.  The helpful firemen even hosed down the carpets that were stained with blood.  
  • There are currently two bids on the front door and the City is waiting on the third bid. 
  • PBR Plumbing will conduct a smoke test for the lingering sewer smell in the basement. 

Programs

  • Legal Help is going very well.  They are now assisting with criminal cases as well.  Appointments must be made 2 weeks before the event, which is the 3rd Tuesday of each month.
  • The last Trivia meet up at Mutiny will be May 6th as the summer break begins.
  • The Library’s Autism Awareness Party which was held last month, was definitely a success.  With approximately 30 in attendance, the new resources were deemed a big hit.  The pen reader which not only translates, but adjusts for dyslexia was especially popular.  Jessica will have Autism Kits available mid summer.
  • April 5th was the Week of the Young Child Celebration, and that event drew approximately 80 participants!  It was a very successful event, despite the weather.
  • The month of May is the hard push for setting the Summer Reading Program’s curriculum.  May 30th, registration will open for this year’s “Color Your World” theme and June 1st starts it all off with a Color Run.  The Library is partnering with the Southern Colorado Family Center to host this popular event.   June 11th finds the return of the successful Foam Party at Cimino Park.  Jessica thanked The Friends of the Library for splitting the fee for this event. 
  • Santa Fe Trail Days is June 13th and 14th and the Library will be running their usual hours, but also hosting a free Golf Event in front of the building.  The Library is also included in the Scavenger Hunt that the Historical Preservation Group is facilitating.

Personnel

  • Jessica Payton is the new part time Youth Specialist and has been working very hard on the Summer Reading Program.
  • Jessica is in the process of revamping all of the Library’s job descriptions.  She is meeting with all staff members in this endeavor.
  • Jessica did inform the Board that she applied for the City’s Human Resource Manager position, and that she not only was offered an interview, but also the position.  After careful reflection, she decided that she was not ready to leave the Library, as she had too many dreams left to achieve here, primarily, the acquisition of a bookmobile!
  • The Library will be closed this Friday for a Clic and Connect all staff training on de-escalation techniques.

Agenda

In recognition of Autism Awareness Month, the Library is hosting an event on April 3rd from 6pm to 7:30 which will be run by volunteers and open to families who are affected by autism.  Jessica aka as The Library will provide sensory cloths, color therapy glasses, noise canceling headphones, a pen that translates and can assist dyslexic children as well as non-native speakers.  The Library’s telescope will also be available.  Jessica is also using this opportunity to survey these families for what a successful summer reading program would look like to them.

 

 

 

Director’s Report

Building 

The windblown front door is still in disrepair.  The City’s Building Inspector is currently requesting bids.  Jessica contacted Cheryl Navarette, the City’s Finance      Director, and she assured her that there was money available for the repair.

There is still a lingering sewer smell in the basement.  The source is now suspected that it may be somehow linked to the sewer connection to the City’s line in the street.

Programs                         

  • Legal Help is going strong.
  • Trivia at Mutiny continues to be popular.  It will continue through May and then take a break for the summer.
  • The Winter Adult Summer Reading Program is coming to a successful close.
  • Common Good Cafe continues to meet the 2nd Monday of each month.
  • The STEM Kit Activities will be available April 18th.
  • The Library will be active in The Week of the Young Child, April 5-11.
  • May is Foster Care Month.  Trinidad has a large number of foster kids living here, and recognizing the often forgotten population, the Library is coordinating an essential need item drive.  The Drive’s focus is on supplying and restocking backpacks that are given to the children that contain basic needs and a few comfort items.  This Drive began in March and donors are welcome to donate either cash or supplies.  “Every little bit helps them thrive!”

Budget

Jessica distributed an information sheet on how IMLS (Institute of Museum and Library Services) and LSTA (Library Services and Technology Act) monies benefit Library service.  She also explained that budget cuts to these funding sources would mean losing $5,000-$6,000 from our budget.  This money in the past has been used to purchase new computers and passes for the Library’s Experiential Program.

 

Personnel        

Phyllis’s replacement has been hired, Jessica Payton – Part Time Youth Specialist.

Her training will be supplemented by State Library resources that offers mentoring and a weekly check-in.  This position is key to the success of the Summer Reading Program.

The Library will be closed on April 25th for an all-staff training in Pueblo @ for the CLiC & Connect.

Julie:  apologized for missing last month’s meeting, but she was in the Hospital.  She credits Mount San Rafael Hospital (and her husband) for saving her life.

Paul:  reminded us that in these times of budget cuts, there is no free lunch.

  1. Laura, presenting on National Autism Awareness Month, discussed an inclusive/open event at the Library.  This event would be after hours and run by volunteers.
  2. Director’s Report

                Building 

                                Minotaur Construction started working on the water-damaged closet.  Prior to the start of construction, Jessica did a thorough clean-out and found the original                   blueprints for the Library addition.

                                Jessica reported that the elevator broke down two weeks ago; following one mishap of a stuck passenger, Jessica decided to investigate herself and ended                                          up getting stuck inside!  She was eventually rescued and a short in the wiring was diagnosed as the culprit.  However, good things were discovered in                                                          the desperate “free Jessica event.”  Keys were found that allow the elevator to be opened on any level.  Also, the purchase of short range walkie talkies was                                       discussed – one for the Library Director and one for the staff.  These might come in very handy in a variety of situations.

                                The Library front door has encountered more issues.  Apparently, the entire door was built out of spare parts, thus requiring that the entire door needs to be                                             replaced.  This is a very expensive repair, perhaps $10K and the work would have to be done by a licensed, historical contractor.  This door issue might                                                    signal a foundation/structural problem.

Programs

                                Legal Help is going great.  Reservable spots are filling up fast.

                                Trivia Night is March 4th at Mutiny Cafe

                                The winter Adult Reading Program is going great.

The Living Library Special Event scheduled for Saturday, March 1st, currently   has about 9 individuals to “check out”.  There will be live music, food and the event will be videotaped.

                                Tom has scheduled the Adult Spelling Bee for March 13th.  

                                Jessica will be working the Spring Literary Fair at Primero on Feb. 27th.

The movie “True Grit,” one of the Adult Reading Programs focus books is being shown at the Library in March.

                                Tuesday Tots is going strong.

                                The last Storytime will be March 13th, due to Phyllis’s resignation.

                                Common Good Cafe continues to meet the second Monday of each month.

Budget

                                Due to budget cuts, Udemy, the Library’s online course and certification program, will be discontinued.  Jessica is exploring various ways to possibly bring it back in the future, if specific user-targeting is employed.

Personnel

                A huge loss to the Library will occur this month with the retirement of our Children’s Librarian, Phyllis.  She will be sorely missed.

Agenda

Director’s Report

Building 

The Library’s front door is slowly being repaired.  November winds broke the hinges right off and were replaced with a full hinge.  However, the new hinge does not line up with the frame!   Jessica is working with Karl Gabrielson’s crew (Trinidad Construction Group) to figure it out – along with having concrete repaired that is now damaged at the entrance to the Library.

Insurance is taking care of the hail damage to the roof edging and HVAC unit.  Bids are currently coming in for those repairs.

Jessica is also waiting on one more bid on the downstairs water-damaged closet.  The damage was caused by a misaligned downspout.

And, finally, only one more egress security light needs to be installed and that will complete that project.

Programs

The Legal Help program is successfully up and running again.  They are available every 3rd Tuesday from 2 to 4pm.  Appointments are 20 minutes and need to be scheduled.  There are also non-English speakers available for appointments at other time and date options.

Trivia Night at the Mutiny Cafe is still going strong, the first Tuesday of every month from 6 to 7:30pm.  

The Adult Winter Reading Program has kicked off and registration is going well.  Participants receive prizes for reading and attending Library sponsored events, such as Trivia, the Spelling Bee, and Movie Nights.  The program utilizes READsquared to track progress.  Two movie nights are already planned in conjunction with this program; the original 1969 “True Grit” and the remake from 2010.

Kristi Rogers, who formerly lived in Trinidad and designed the Library’s website, is helping to spearhead the Human Library event that will take place the first weekend in March.  Instead of checking out books, patrons are able to “check out” people to educate them on a multitude of topics.  The event will be videotaped and has been very successful at other libraries.

Tuesday Tots is happening the 1st and 3rd Tuesday and currently has approximately 10 consistent families attending.

Every 3rd Friday, the Library offers STEM workstations for area students to enjoy.

The very popular Book to Movie group, for 5th/6th/7th graders, read and watched “The Indian in the Cupboard” in January and is looking forward to “The Wizard of Oz” in February, and especially the March offering of “White Bird”, the group’s first graphic novel.

Commongood Cafe continues every 2nd Mondays from 5 to 6:30pm.  Our community guest, Angelo, is a participant and stated that Tom does a great job with this program.

Budget

Jessica happily announced that REV Renewables donated $5000 to the Library.  She is planning to use this money to purchase Alzheimer Kits, Autism Programming materials, and refurbishing the very popular, weather-worn Story Time display located at Central Park.

There is a Library staff meeting scheduled for this Saturday morning at 8am.

Chelsie:  Community members have quizzed her on the difference between Aspencat and Libby and asked Jessica for clarification.  Jessica explained that Libby is the source for audio books and e-books, while Aspencat is the Library’s online catalog
